9.8_Civil suit filed against media companies

The Korean Council filed a 100 million defamation complaint to the Seoul Central District Court against Chosun Media (TV Chosun, Chosun Ilbo) and Dong-A Media (Channel A, Shin Dong-a) regarding false media reports!

-On September 8, the Korean Council for the Women Drafted for Military Sexual Slavery by Japan(Chairman Lee Na-young, known as the Korean Council from hereafter) was subject to a report based on false facts on September 8, which severely and wrongfully damaged the honor of the Korean Council. A total of 100 million won has been filed with the Seoul Central District Court against these reporters.

-Accordingly, the Korean Council emphasized once again that it has the duty to check the facts of the domestic media companies and to protect the reputation of the person or people subject in the reports.

- 이에 정의연은 국내 언론사에 대해 사실관계를 확인할 의무, 보도 대상자의 명예를 훼손하지 아니하여야 할 의무가 있음을 다시 한번 강조하며, 무책임한 언론보도에 대해 해당 언론사와 기자들에게 응당한 법적책임을 끝까지 물을 것입니다.

9.4_Response to Chosun Ilbo article on the Korean Council

On September 4th, Reporter Kim Jeong-hwan of the Chosun Ilbo stated in the article “[Exclusive] Korean Council, where did 800 million dollars come from?” that “It was confirmed on the 3rd that the Korean Council, which had been under controversy about the mismanagement of their accounting, had suddenly included 800 million won, which was not included in their previous disclosure data, in their accounting details re-disclosed on the website of the Korean National Tax Service last month on the 31st.” The article raised allegations saying “some pointed this out as ‘money hidden by the Korean Council’.”  

We would like to provide the exact facts about this situation and strongly urge Chosun Ilbo to issue a correction.

-Since the disclosure form for the National Tax Service is different from the accounting standards and internal methods used by non-profit organizations, some errors or omissions were made when preparing the National Tax Service disclosure data, and we apologized for these errors. However, we have consistently clarified that the amount re-disclosed in the disclosure of the National Tax Service was continuously reflected in the accounting data without omission, and therefore there were no omissions in accounting.

-Unlike the Korean Council for Justice and Remembrance for the Issues of Military Sexual Slavery by Japan, the accounting process for the Korean Council for the Women Drafted for Military Sexual Slavery by Japan is a single-book bookkeeping method, and the accounts were divided into general accounting and special accounting units, which were categorized in relation to business uses. Therefore, the accounts reported to the general meeting were also divided into general accounts and each special accounting unit.

-In the process of disclosing the statement of accounts to the National Tax Service system the previous time, only general accounts were disclosed. The amount referred to as “suddenly added” in the Chosun Ilbo article is a special account that is different from the general account. The special account units were omitted from the previous disclosure, but have been incorporated as a total amount for all special accounts in the new disclosure report. In other words, since the special accounting funds were not included in the last disclosure process, the carryover balance increased from the previous disclosure.

-In the meantime, many media reports related to accounting of the Korean Council have recently been revealed as false through the Press Arbitration Committee and have been corrected. We will repeat once again. The amount reissued in the National Tax Service disclosure is not an illegal accounting omission. If there are repeated reports that raise suspicions about ‘hidden money’ without due coverage, we will take strong legal action.

조선일보 김정환 기자는 오늘(9월4일)자 기사 “[단독] 정대협, 없던 돈 8억이 어디서 생겼을까?”에서 “‘회계 부실’ 논란이 일었던 한국정신대문제대책협의회(정대협)가 지난달 31일 국세청 홈페이지에 재공시한 회계 내역에서 예전 공시 자료에 없던 돈 8억여원의 뭉텅이 돈이 갑자기 추가된 것으로 3일 확인됐다.”고 하면서 “일각에선 “정대협이 숨겨둔 비자금 아니냐”는 지적이 나온다”고 의혹을 제기했습니다.
이에 관한 정확한 사실관계를 말씀드리며, 조선일보에 정정보도를 강력히 촉구합니다.

- 국세청 공시 서식은 비영리단체에서 적용해왔던 회계기준 및 내부적인 결산방법과 다르기 때문에, 국세청 공시자료를 작성할 때 일부 오류나 누락이 있었고, 이에 대하여 송구하다는 말씀을 드렸습니다. 그러나 국세청 공시에 재공시된 금액은 결산자료에는 누락 없이 계속 반영돼 있었으므로, 회계상 누락된 금액은 아니라는 점 또한 일관되게 해명해 왔습니다.

- 정의연과 달리 이전 정대협의 회계처리는 단식부기 방식이며, 일반회계와 사업용도별로 구분한 특별회계단위로 각각 구분하여 결산서를 작성하고 있었습니다. 그래서 총회에 보고하는 결산서도 일반회계와 각각의 특별회계로 구분되어 있습니다.

- 정대협이 지난번 국세청 시스템에 결산서를 공시하는 과정에서는 일반회계만 공시하였습니다. 기사에서 ‘갑자기 추가된’ 것으로 지칭한 금액은 일반회계와는 다른 특별회계로서 특별회계 결산서가 공시에서 누락되었다가, 이번에 수정 공시하면서 각각 구분된 특별회계의 기금들을 모두 통합해서 보고한 것입니다. 즉, 지난번 공시 과정에 포함시키지 않았던 특별회계 기금들이 포함되었기에 지난번 공시보다 이월 잔고가 증가된 것으로 나타난 것입니다.

- 그동안 정의연 회계와 관련하여 수많은 언론의 의혹보도가 최근 언론중재위원회를 통해 사실이 아닌 것으로 밝혀지고 정정보도 되었습니다. 다시 한번 말씀드리겠습니다. 국세청 공시에 재공시된 금액은 회계상 누락된 금액이 아닙니다. 이를 ‘숨겨둔 비자금’ 운운하며 관련 사전 취재 없이 또다시 ‘아니면 말고’ 식의 의혹을 제기하는 보도가 반복된다면 강력하게 법적대응하겠습니다.

8.28 TV Chosun, MBN, YTN under Legal Sanctions from Korea Communications Standards Commission

The legal sanctions imposed on TV Chosun, MBN, and YTN, which filmed the inside of the house through the door keyhole covering the news of the death of the late Peaceful Our Home Director Sohn Young-mi, is a truly reasonable decision.

During her lifetime, Director Sohn suffered from the overburdening media coverage, and even her death was taken to the news and remained as an image through the keyhole. It is questionable who could be held responsible for the tragedy.

In the era of digital media, news broadcasts on television, no matter how short it is, has a great influence on the public. Therefore, the press should have a strong sense of responsibility and work on reports with integrity. In fact, there are many cases where viewers still believe in fake news and false accusations about the Korean Council.

The purpose of the press is the pursuit of the people’s right to knowledge and the truth. The Korean Council also has this common expectation from broadcasters. The media, which judged as if broadcasting through the keyhole of a deceased’s home were the people’s right to know, should be held responsible.

TV Chosun, MBN, and YTN insist their excuses. However, other broadcasters did not publish the video after going through the integrity process. When a broadcaster fails to properly judge what should be an article or not, it only has proven its lack of qualities. If there are serious consequences for the victim, the broadcasters should be held accountable to reasonable responsibility. TV Chosun’s excuse of “the work owed through hard coverage” only proves the lack of quality as a broadcaster in itself.

The Korean Council demands that TV Chosun, MBN, and YTN apologize for disseminating these broadcasts with malicious intent, abandoning social responsibility and basic ethics. By all means, at the general meeting of the Korea Communications Standards Commission, we hope that legal sanctions appropriate to this situation will be imposed to meet the public’s basic expectations from the media and to set the alarm on the ethics of reporters.

쉼터 평화의우리집 고(故) 손영미 소장의 사망 소식을 취재하며, 자택 열쇠 구멍으로 집 내부를 촬영해 방송한 TV조선, MBN, YTN 에 법정제재가 추진된다는 소식은 너무나 합당한 결정이다.

고인은 생전에 과열된 취재 경쟁으로 큰 고통을 겪으셨고 죽음마저 뉴스의 자료화면으로 전락해 열쇠구멍 안의 이미지로 남았다. 이에 누가 어떤 책임을 질 수 있을지 의문스럽다.

디지털 미디어 시대에 텔레비전을 통해 방영되는 뉴스는 아무리 짧은 시간이었다 한들 매우 큰 영향력을 가지게 되므로 막강한 책임감을 느끼고 보도에 임해야 한다. 실제로 정의기억연대에 대한 각종 의혹제기를 마치 사실인 양 말하고 사라진 가짜뉴스에 대해 시청자들은 지금까지도 진실로 믿고 있는 경우가 많다.

언론에게 부여된 고유의 기능은 국민의 알권리와 진실에 대한 추구일 것이다. 정의기억연대 또한 방송사에 이런 상식적인 기대를 가지고 있다. 고인의 자택 열쇠구멍에 카메라를 들이대어 촬영하여 자료화면을 제공하는 것이 국민의 알권리라고 판단한 언론은 그 책임을 져야 할 것이다.

TV조선, MBN, YTN이 주장한 ‘데스킹 부족’ 등은 옹색한 핑계거리에 불과하다. 다른 방송사들은 게이트키핑 과정을 거쳐 해당 영상을 쓰지 않았다. 어떤 것이 기사가 될 지 말지에 대해 제대로 판단을 못했다면 방송사로서의 자질 부족을 증명한 것이다. 그에 대해 심각한 후과가 나타났다면 합당한 책임을 지면 되는 것이지 “열심히 취재하다 빚어진 일"이라는 TV조선의 해명은 그 자체로 방송사로서의 자질 부족을 증명할 뿐이다.

정의기억연대는 TV조선, MBN, YTN이 손 소장의 죽음에 대해 방송사에 부여된 사회적 책임과 기본적인 취재윤리조차도 방기하고 악의적 의도로 자극적인 방송을 내보낸 것에 대해 공식 사과할 것을 요구한다. 부디 방송통신심의위원회 전체회의에서 이 사태에 합당한 법정제재를 내려서 국민의 상식적 기대에 부응하고 기자 취재윤리에도 경종을 울려줄 것을 기대한다.

8.3. Statement on Press Arbitration Results on 13 False Reports

The Korean Council for Justice and Remembrance for the Issues of Military Sexual Slavery by Japan (the Korean Council, Cahir of Board Lee, Na-young) requested corrections of 13 reports by the 9 press companies (Kukmin Ilbo, Chosun Ilbo, Joongang Ilbo, the Korea Economic Daily, etc.), to the Press Arbitration Commission (PAC), while demanding compensation for defamation. The PAC ordered deletion, correction of false reports, refuting reports, and/or correction of titles for 11 articles.

We additionally plan to file civil lawsuits against unadjusted news articles and similar ones. To update our processes, we would like to share the contents. Please see the table below for further details. We inform you that the Korean Council will also ask the Korea Communication Standards Commission to review false, distorted reports by broadcasting companies.

To our shock, the journalist—who had to correct false report on the Korean Economic Daily (KED) after the PAC’s order—was selected for an award for “being an excellent journalist” in KED. In addition, the journalist was selected as “the 8th great journalist” from the alumni association of ChungAng University. We firmly ask that these awards be canceled for better future of the Korean press.

☞The Korean Council has never entrusted YouTube video production to the small printing company that the article mentioned. The Korean Council has merely stated a company as one representative place of payment according to the National Tax Service report form. Therefore, the article produced by Seoul Economic Daily is a false report. The PAC ordered the Seoul Economic Daily to publish correction and refuting report to represent the Korean Council’s explanation.

-On May 11, Yang Gil-Seong, Kim Nam-Young, and Kim Bo-ra of Korea Economic daily (Hankyung) wrote “[Exclusive] 33 Million KRW in One Night… The Korean Council’s Suspicious Drink Money”.

☞ The Korean Council has never used 33 Million KRW for drinking. The Korean Council merely stated a company as one representative place of payment according to the National Tax Service report form. This article was clearly a false report and severely defamed the Korean Council. Accordingly, the PAC ordered the Korea Economic Daily (Hankyung) to publish correction and refuting report to represent the Korean Council’s explanation.

-On June 16, Lee Do-Young of New Daily wrote “Yoon Meehyang, a Deliberation Council Member Regarding Business for Assistance in Ministry of Gender Equality…The Korean Council Received 1 billion KRW through Self-evaluation”

☞ A board member of the Korean Council has never participated in the government subsidy selection committee at the Ministry of Gender Equality or self-evaluated the organization to receive the subsidy of 1.614 billion KRW. This article was clearly a false report and severely defamed the Korean Council. Accordingly, the PAC ordered the New Daily to delete the article and publish correction.

However, the 25 donors who filed a lawsuit to return their donations were not related to the Korean Council for Justice and Remembrance for the Issues of Military Sexual slavery by Japan. They used to be donors for the House of Sharing and the Korean Council for the Women Drafted for Military Sexual Slavery by Japan. 7.13 The Korean Council Statement on Intermediate Results of the Mediation Requests to the Press Arbitration Commission

To give a warning to the irresponsible media coverage and demand more responsible and mature attitudes from the media, the Korean Council has requested the Press Arbitration Commission (PAC) for correction of false articles and compensations of damages by eight articles of seven press companies and five articles of four companies, on June 15 and 25 respectively.

Through the first arbitration of PAC, two articles were deleted, of which one correction was newly published. Three articles went through compulsory arbitration to publish correction, publish refuting report, or modify title. Arbitration regarding the rest of articles are under progress.

Under the second arbitration of PAC, the three articles were ordered to publish corrections, and modify titles. Arbitration for the rest of articles are under progress. Accordingly, the Korean Council offers this intermediate report.

Arbitration results by each press companies

◆ Chosun Ilbo / Chosun Biz

Mediation by the PAC: Publish correction

-On June 16, Kim Hyung-won of Chosun Ilbo wrote “[Exclusive] Yoon Mee-hyang selected herself and received the subsidy 1.6 billion KRW”
-On June 16, Kim Min-woo of Chosun Biz wrote “She kept running away…Yoon Mee-hyang reviewed the government subsidy of 1.6 billion KRW and gave it to the Korean Council”

☞ “Review Commission for Japanese Military ‘Comfort Women’ Victim Support and Commemoration Projects” and “Selection Committee for Government Subsidy” at the Ministry of Gender Equality and Family are different organizations with entirely different roles. A board member from the Korean Council has never participated in the Selection Committee for Government Subsidy. Nonetheless, the Chosun Ilbo and Chosun Biz produced false reports framing the Korean Council for “self-evaluation” and “self-recipience” and severely defamed the Korean Council. Accordingly, the PAC ordered the Chosun Ilbo and Chosun Biz to publish corrections.

◆ JoongAng Ilbo

Mediation by the PAC: Publish correction and modify title

-On June 19, Park Hyun-joo of JoongAng Ilbo wrote “On the day that the Korean Council wrote a thank-you letter… 25 donors filed a lawsuit to return of their donations”

☞ Plaintiffs in the lawsuit are 23 donors for the House of Sharing and 2 donors for the Korean Council for the Women Drafted for Military Sexual Slavery by Japan, not for the Korean Council for Justice and Remembrance for the Issues of Military Sexual Slavery by Japan. However, Park Hyun-joo of JoongAng Ilbo wrote a false article as if donors for the Korean Council for Justice and Remembrance for the Issues of Military Sexual Slavery by Japan led the case. Moreover, the day that the Korean Council wrote a thank-you letter to the donors was not even the date of filing the lawsuit. The JoongAng Ilbo maliciously mixed false information and distorted facts to publish false report, which severely defamed the Korean Council. Accordingly, the PAC ordered the JoongAng Ilbo   to modify the title of the article and publish correction.  

Compulsory arbitration by the PAC: Publish correction

-On May 19, Kim Jun-hee of JoongAng Ilbo wrote “[Exclusive] Bubble jacket donated by BTS Army… not delivered to Lee Yong-soo and Kwak Ye-nam halmonis”

☞ The Korean Council has already proved that halmonis received the bubble jackets.  Although the article turned out to be a false report, the JoongAng Ilbo has avoided its responsibility for the false report by arguing that they had a “report from an adopted daughter.” Accordingly, the PAC ordered the JoongAng Ilbo to publish correction. 

Compulsory arbitration by the PAC: Publish refuting report

-On June 10, Han Yeong-ik of JoongAng Ilbo wrote “The Korean Council is a financier of activist groups… their own conglomerate-like unfair intra-trades”

☞ Costs for placing orders for the Korean Council’s newsletters with Suwon newspaper office and the operations of Kim Bok-dong scholarship cannot be compared to conglomerates unfairly intra-trading their work. However, JoongAng Ilbo broadcasted distorted facts. Accordingly, the PAC ordered a refuting report to be published.

◆ Seoul Economic Daily 

Mediation by the PAC: Delete article and publish correction

-On May 21, Heo Jin of Seoul Economic Daily wrote “[Exclusive] Where Did the 30 million KRW Go, the Government Subsidy the Korean Council Claimed to Return, but Missing from Accounts?”

☞ Seoul Economic Daily defamed the Korean Council’s reputation by publishing the false, groundless article regarding the government subsidy the Korean Council received. Under PAC’s mediation, Seoul Economic Daily was ordered to delete the article and publish a correction on its website. Seoul Economic Daily was also ordered to take the article down from internet portal sites such as Naver, Daum, etc. (July 2, 2020)  

◆ Kukmin Ilbo

Mediation by the PAC: Delete article

-On June 9, Kwon Hye-sook of Kukmin Ilbo wrote “Underdeveloped Country? The Korean Council does not even have an account book… The Chair of The Korean Institute of Certified Public Accountants sighed”

☞ The journalist wrote a malicious title of the news article that did not match the actual contents of the interview and reported as if the Korean Council does not clearly handle accounting with no account books. It was clearly a false report and defamation. Accordingly, the article was deleted.  

◆ Hankook Ilbo 

Compulsory arbitration by the PAC: Modify title

-On May 19, Park Gyeong-woo of Hankook Ilbo wrote “Lee Yong-soo halmoni did not receive the bubble jackets that BTS Army donated with the exact number of grandmas”

☞ The Korean Council has already proved that Lee Yong-soo had received the bubble jackets. The article mentioned above was turned out to be untrue and thus the title of article was modified under compulsory arbitration by PAC.

정의기억연대(이하 정의연)는 무책임한 언론보도에 경종을 울리고, 보다 책임감 있고 성숙한 대한민국 언론인의 자세를 요청하는 심정으로 지난 6월 15일 7개 언론사의 8개 기사, 6월 25일 4개 언론사의 5개 기사에 정정보도 및 손해배상을 구하는 조정을 언론중재위원회(이하 언론중재위)에 신청한 바 있습니다.

☞ 여성가족부의 「위안부 피해자 지원·기념사업 심의위원회」와 「보조사업자선정위원회」는 그 구성과 역할이 다름. 또한 정의연 이사가 국고보조사업 수행기관을 결정하는 「보조사업자선정위원회」에 참여한 바 없음. 그럼에도 불구하고 조선일보는 ‘셀프’ 심의, ‘셀프’ 수령 등의 프레임으로 허위사실을 보도함으로써 정의연의 명예를 훼손함. 이에 정정보도 게재로 조정이 성립됨.

– 6월 19일 중앙일보 박현주 기자의 “정의연 감사편지 쓴 날…후원자 25명, 기부금 반환 소송”

☞ 소송에 참여한 원고들은 “나눔의 집” 후원자 23명과 “한국정신대문제대책협의회” 후원자 2명으로 정의연 후원자는 없었음. 그럼에도 불구하고 정의연 후원자가 후원금 반환소송을 주도하는 것처럼 기사를 작성함. 정의연이 후원자들에게 감사편지를 쓴 날은 소송 제기일도 아님. 중앙일보는 허위사실과 왜곡된 사실을 악의적으로 섞어 보도함으로써 정의연의 명예를 심각히 훼손함. 이에 해당 기사의 제목수정과 정정보도 게재로 조정이 성립됨.

– 5월 19일 중앙일보 김준희 기자의 “[단독]”‘아미’가 기부한 패딩···이용수·곽예남 할머니 못 받았다””

☞ 정의연은 입장문을 통해 해당 패딩을 당사자에게 전달했음을 이미 입증한 바 있음. 허위기사로 드러났음에도 불구하고 중앙일보는 ‘양딸의 제보’라는 명목으로 허위보도에 대한 책임을 회피해 옴. 이에 언론중재위에 의해 정정보도로 강제 조정됨.

– 6월 10일 중앙일보 한영익 기자의 “”정의연은 운동권 물주”…재벌 뺨치는 그들만의 일감 몰아주기”

☞ 내부 소식지 디자인 수원신문사 발주비용과 ‘김복동 장학금’ 사업 내용이 ‘재벌회사의 일감 몰아주기’에 비유될 수 없음에도 불구하고, 중앙일보는 사실을 왜곡해 보도함. 이에 반론보도 게재로 조정됨.

◆ 서울경제

언론중재위 조정성립 <기사삭제 및 정정보도 게재>

– 5월 21일 서울경제 허진 기자의 “[단독]정의연이 반환했다는 국고보조금, 장부보다 적은 3,000만원 어디로?”

☞ 서울경제는 여가부로부터 정의연이 받은 국고보조금 금액 관련 근거 없는 허위기사를 작성해 명예를 훼손함. 언론중재위의 조정으로 서울경제는 해당 기사 삭제와 자사 홈페이지에 정정보도를 게재하고, 네이버, 다음 등 포털사이트에서도 관련 기사가 더 이상 열람·검색되지 않도록 함(2020년 7월 2일).

◆ 국민일보

언론중재위 조정성립 <기사삭제>

– 6월 9일 국민일보 권혜숙 기자의 ““후진국도 아니고, 정의연 장부도 없다니” 회계사회 회장 한탄”

☞ 정의연이 장부조차 두지 않고 불투명하게 회계를 처리하는 것처럼 인터뷰 내용과 다른 사실을 악의적으로 제목화해 보도함. 허위사실로 명예훼손이 명백한 바 기사삭제로 조정이 성립됨.

◆ 한국일보

언론중재위 강제조정 <제목수정>

– 5월 19일 한국일보 박경우 기자의 “‘아미’가 할머니 숫자 맞춰 기부한 패딩… 이용수 할머니 못 받아”

☞ 정의연은 입장문을 통해 해당 패딩을 당사자에게 전달했음을 이미 입증한 바 있음. 허위기사로 드러났으므로 정의연이 잘 전달했다는 취지의 제목 수정으로 강제 조정됨.

7.3. The Korean Council’s Statement on Correction of False Report by the Seoul Economic Daily

On June 15, the Korean Council submitted a request to the Press Arbitration Commission (PAC), demanding correction of and compensation for the report written by Heo Jin of the Seoul Economic Daily (SED). On July 2, the PAC ordered the SED to delete the article and post correction of Heo Jin’s article titled ‘[Exclusive] Where Did the 30 million KRW Go, the Government Subsidy the Korean Council Claimed to Return, but Missing from Accounts?’ On July 3, following the arbitration of the PAC, SED deleted the report and published a correction on the society section.

[Correction] ‘[Exclusive] Where Did the 30 million KRW Go, the Government Subsidy the Korean Council Claimed to Return, but Missing from Accounts?’

Seoul Economy Daily reported a news article entitled ‘[Exclusive] Where Did the 30 million KRW Go, the Government Subsidy the Korean Council Claimed to Return, but Missing from Accounts?’ on May 21.

After reviewing the validity of this news report, however, the subsidy that the Korean Council received from Ministry of Gender Equality and Family in 2019 turned out to be 609-million-384,000 KRW, instead of 639-million KRW that the report stated.  Therefore, the news report—arguing that 30 million KRW disappeared—was found to be untrue. Seoul Economy Daily, thus, corrects this news report.

This correction is a result of the arbitration by the Press Arbitration Commission.

본지는 지난 5월 21일 ‘[단독]정의연이 반환했다는 국고보조금, 장부보다 적은 3,000만원 어디로?’라는 제목의 보도를 하였습니다.

그러나 사실확인 결과 2019년 여가부로부터 정의연이 교부받은 국고보조금은 6억938만4,000원으로 확인돼 3,000만원이 증발됐다는 본지의 기사는 사실이 아닌 것으로 밝혀져 이를 바로잡습니다.

6.30_Introduction_ Chosun Ilbo reports tainted with ‘illegality’

The following explanation addresses the June 30th Chosun Ilbo report “The Korean Council made Gil halmoni write her will even after writing a report about her confusing reality and dreams” by reporter Won Woo-sik.

The Chosun Ilbo should repent on its article that described Gil Won-ok, a human rights activist, as an “elderly dementia patient” and presented distorted facts!

National Assembly Member Park Sung-joong of the Future Unity Party should repent for leaking sensitive personal information using his special privileges as a member of the National Assembly!

The article claimed that the Korean Council produced a video of Gil’s will and posted it on YouTube, and quoted a report acquired by Future Unity Party Member Park Sung-joong to raise allegations that the Korean Council used human rights activist Gil, who was already “under dementia,” to receive donations.

☞ This report clearly violates human rights broadcasting standards and defames survivors and the Korean Council through false reports. We demand an apology and correction of the article.

1. Personal health information should be protected under the right to preserve personal information as guaranteed by Article 10 of the Constitution and the right to freedom of privacy as guaranteed by Article 17 of the Constitution. Anyone who engages with sensitive information has the responsibility to protect human dignity and personal privacy. However, National Assembly Member Park Sung-joong of the Future Unity Party indiscriminately disclosed information obtained from the Ministry of Gender Equality and Family to the media, abusing his special privileges. Such act constitutes defamation and infringement upon the rights of the survivor.

2. Chosun Ilbo disclosed the information without any consideration for the dignity and privacy of the survivor. This is an act that violates personal rights and the human rights-related reporting standards of the Journalists Association of Korea. Above all, it is an act that undermines the honor of activities by human rights activist Gil Won-ok.

3. Human rights activist Gil Won-ok has conditions such as memory loss and cognitive decline that have progressed little by little over the years due to old age and chronic disease but has never officially been diagnosed with dementia. Her last overseas activity, attending an opening ceremony of a Statue of Peace in the United States in 2019, was conducted after consultation with the doctor in charge who confirmed that she can attend, as clearly stated in the report submitted to the Ministry of Gender Equality and Family. The event was conducted after the doctor in charge assessed that there would be no issue with her attendance. However, since she was admitted to the hospital for 8 days in April of this year (2020) due to a physical abnormality, her physical and mental health status has rapidly deteriorated. Despite her poor health, human rights activist Gil Won-ok made donations in hopes of promoting human rights and peace, and actively testified at home and abroad, including at the United Nations. We, therefore, reiterate that the article by Chosun Ilbo constitutes a malicious act that undermines the noble practice of human rights activist Gil Won-ok as an unwilling behavior by “elders by dementia”.

4. The article states that the Korean Council uploaded the video of human rights activist Gil Won-ok’s will. However, the Korean Council has not produced nor posted the will of human rights activist Gil Won-ok. Thus, the article is based on obvious false facts. Although we have already fully explained the context and truth to reporter Won Woo-sik, he ignored our explanation and reported the article. This is clearly a violation of the Journalists Association of Korea’s Code of Press Ethics (4. Fair Collection of Information).

5. Although the Korean Council has requested corrections and a written apology for the dissemination of various false facts and reporting that caused conflicts between victims and activists (groups), Chosun Ilbo continues to ignore our demands. Their acts violate the Journalists Association of Korea’s Code of Press Ethics (8. Correction of misinformation and 9. Prohibition of promoting conflict and discrimination). We warn that the legal and moral responsibility for these false reports lies entirely with Chosun Ilbo.

6.30_입장문_‘불법’으로 얼룩진 조선일보 보도

6월 30일, 조선일보 원우식 기자의 “정대협 길 할머니 꿈 현실 혼동보고서 쓰고도… 유언장 쓰게 했다” 기사 관련 설명

길원옥 인권운동가를 ‘치매노인’ 취급하고, 사실을 왜곡해 보도하는 조선일보 반성하라!
국회의원의 특권을 이용해 민감한 개인정보를 유출한 미래통합당 박성중 의원은 반성하라!

해당 기사는 정대협(정의연)이 “길 할머니의 유언 동영상을 제작해 유튜브에 올린 것”을 확인했으며, ‘미래통합당 박성중 의원이 입수한 보고서’를 인용해 “이미 치매 상태”인 길원옥 인권운동가를 정대협(정의연)이 이용해 “기부금을 받았다는 의혹을 제기하고 있습니다.

☞ 이는 명백히 언론의 인권보도준칙을 위반한 행위이자, 생존자의 명예를 훼손하고 거짓보도로 정의연(정대협)의 명예를 훼손하는 행위입니다. 이에 보도정정과 사과를 요청합니다.

1. 개인의 건강 정보는 헌법 제10조 인간의 존엄과 가치에서 도출되는 일반적 인격권과 헌법 제17조의 사생활의 비밀과 자유에 의하여 보장되는 개인정보자기결정권에 의해 보호되어야 하고, 개인정보보호법에 따른 민감 정보에 해당하여 이를 다루는 사람은 인간의 존엄과 개인의 사생활을 보호할 책무가 있습니다. 그럼에도 미래통합당의 박성중 의원은 국회의원의 직책을 이용해 여가부로부터 취득한 정보를 언론에 무차별적으로 공개했습니다. 살아있는 당사자의 인격권에 대한 침해행위이자 명예훼손에 해당합니다.

2. 조선일보는 이를 당사자의 존엄과 사생활에 대한 어떠한 고려도 없이 공개하고 있습니다. 당사자의 인격권을 침해하고 한국기자협회의 인권보도준칙을 명백히 위반한 행위입니다. 무엇보다 길원옥 인권운동가의 그간의 활동을 폄훼하고 명예를 훼손하는 행위입니다.

3. 길원옥 인권운동가는 고령과 지병으로 인하여 기억력 감퇴, 인지능력의 저하 등이 수년에 걸쳐 조금씩 진행된 측면이 있으나 정식으로 치매 등급을 받으신 적은 없습니다. 마지막 해외 활동이었던 2019년 미국 평화의 제막식 참석은 여가부에 제출한 보고서에도 분명히 나와 있듯, 다녀오셔도 아무 이상이 없다는 담당의사의 소견을 듣고 진행되었습니다. 다만 올해(2020년) 4월, 신체적 이상으로 8일간 병원에 입원하신 이후 신체적, 정신적 건강상태가 급격히 저하되셨습니다. 거동이 불편하시고 건강이 좋지 않은 와중에도 길원옥 인권운동가는 평소의 의지에 따라 인권과 평화를 소망하며 기부활동을 하셨고 유엔을 비롯해 활발한 국내외 증언활동을 하셨습니다(관련 내용은 정의연 입장문 6월 18일자 참고 https://womenandwar.net/kr/notice/?uid=1039&mod=document&pageid=1)..) 조선일보의 기사는 이러한 길원옥 인권운동가의 숭고한 실천의 역사를 ‘치매노인’의 비의지적 행동으로 폄훼하는 악의적 행위임을 다시 한 번 분명히 합니다.

6.29_On malicious and distorted reports by the media

1. Explanations on a report called, “[Exclusive] Suspicious flow of funds from the Korean Council” written by reporters Hwang Ji-yoon and Nam Ji-hyun of Chosun Ilbo on June 29th

Reporters Hwang Ji-yoon and Nam Ji-hyun of the Chosun Ilbo claimed in their article that “From 2013 until recently, [the Korean Council] paid 740 million won to Company A in the name of various services,” and Mr. B “wired 250 million won of the money to three organizations.” After pointing out that the money was remitted to a group account, they raised allegations that this is a typical rebate and that slush funds have been created by exaggerating service fees and receiving some of it back.

☞ This is an obvious misrepresentation and defamation based on false assumptions. We request a formal apology and corrections accordingly.

1. The Korean Council made a contract for the weekly Wednesday demonstrations for a year and the 1400th Wednesday Demonstration held on August 14th. We paid the price to the company according to the contract procedure.

2. On a separate note, the company’s representative donated to three organizations, including to the Korean Council, as per his own beliefs. The Korean Council officially issued evidence of the donation.

3. If this money is a rebate, it is logical that the representative of the company would not deposit it into the same account.

4. The Chosun Ilbo is depicting a donor who has done a kind deed unimaginable to them as a criminal and seriously defaming the Korean Council and its supporters by writing articles that falsely equates precious donations with a rebate cost. The Chosun Ilbo should be prepared to take appropriate legal responsibility for this action.

2. Explanations on the article “[Exclusive] Gil Halmoni’s hundred million won has been withdrawn within an hour” by Cho Yoo-jin of Chosun Ilbo on June 28;

In the article, reporter Cho Yu-jin of Chosun Ilbo claimed that “the total amount was withdrawn four times” from the account of Gil Won-ok halmoni. Cho claimed that “the first 5 million won was cash withdrawal,” and that “50 million won, 20 million won, and 25 million won were also withdrawn in check”. The report also raised allegations of “embezzlement”, claiming that 3.5 million to 3.7 million won were withdrawn in cash at once.

☞ This is a distortion and a false report that denies the facts that the Korean Council has made clear through explanatory materials. The report defames Korean Council, human rights activist Gil Won-ok, and the late Young-mi Son. We request an apology and corrected information.

1. On Saturday, November 25, 2017, the Korean Council held the “Women’s Human Rights Award Ceremony with 1 Million Citizens” in the first part of the <2017 Companion Day> event. Information relating to the human rights event was revealed through our press release on November 24th. Since the day of the event was a Saturday, the banks were closed but the prize award was already sent (deposited) to the prize winners on November 22nd. Women’s human rights activist Gil Won-ok donated 50 million won out of the 100 million won prize money to the Gil Won-ok Women’s Peace Fund. The rest is Gil Won-ok’s personal property which she manages and is not known to the Korean Council. The Korean Council is not aware of details related to her personal account. (See also our statements on Gil Won-ok halmoni.)

2. Even though the aforementioned information has already been disclosed several times,  Chosun Ilbo wrote an article that undermined the noble will of women’s rights activist Gil Won-ok and her activities. Furthermore, they reported false information. On June 28, 2020 (1:28 pm), reporter Cho Yu-jin released her article stating that “the Korean Council refused to answer a request for clarification by the reporter.” However, the reporter sent a text message to the Chair of Board and Secretary-General of the Korean Council requesting clarification at 1:47pm and 1:46pm on the same day. Secretary-General of the Korean Council Han Kyung-hee responded to this request at 2:50pm, and Chairman Lee Na-young asked off the record ‘how Chosun Ilbo reporter Cho Yoo-jin retrieved the details of halmoni’s bank account’ at 2pm. We later protested the unilateral amendment and requested deletion, but the reporter did not respond appropriately. The acts of falsely writing an article before requesting clarification and of writing as if the information has been confirmed before even receiving a response are clearly contrary to press ethics.

3. The Korean Council would like to ask back: How did reporter Cho Yu-jin of Chosun Ilbo retrieve the survivor’s personal account details? Was women’s rights activist Gil Won-ok aware of the indiscriminate disclosure of her personal information? Did the reporter receive permission from the survivor? Please clarify.

4. Human rights activist Gil Won-ok wanted to help the underprivileged and marginalized by donating government subsidies and prize money from her activities. Chosun Ilbo should immediately stop and apologize for any defamation of the women’s human rights activist Gil Won-ok, the Korean Council, and the late Son Young-mi. If appropriate action is not taken, we will take measures to hold those responsible.

3. Explanations on the article “Kang Ki-yoon and the Korean Council used some of Seoul Metropolitan Government subsidies for food and coffee” by reporter Lee Won-yul of the Korea Herald on June 25th.

In the article, reporter Lee Won-yul of the Korea Herald quotes the words of National Assembly member Kang Ki-yoon of the United Future Party and raises allegations that the Korean Council has “misused” or “inappropriately executed” subsidies from the Seoul Metropolitan Government for the “comfort women” memorial statue installation project and gender equality fund project.

☞ This is clearly an act of defamation based on false facts, and we request an apology and corrected information.

1. The projects were selected and executed through appropriate processes.

2. The Memorial Statue Installation Project (85 million KRW)’ was executed with 35 million KRW for the installation fee (gender equality fund), and 50 million KRW (public project subsidy) for the unveiling ceremony.

3. The “food and refreshment expenses” on which allegations were raised had been legally executed as necessary expenses according to the standard unit price set out by the subsidy project.

조선일보 황지윤·남지현 기자는 해당 기사에서 “2013년부터 최근까지 A사에 각종 용역 대금 명목으로 7억4000만원을 지급”했으며, B씨가 “이렇게 지급받은 돈 중 2억5000여만원을 다시 세 단체 계좌로 송금”했다고 지적한 후 이를 “전형적인 리베이트와 관련된 것이 아닌지 의심”하고 “용역 대금을 부풀려 지급하고 그중 일부를 다시 돌려받는 방식으로 비자금을 조성한 것 아니냐”는 의혹을 제기하고 있습니다.

1. 2017년 11월 25일(토), 정의기억재단은 <2017 동행의 날> 행사 1부에서 “100만 시민이 함께 하는 여성인권상 시상식"을 한 바 있습니다. 인권상 행사 관련 내용은 11월 24일 보도자료를 통해 밝힌 바 있습니다. 행사 당일인 25일은 토요일이라 은행업무를 하지 않고, 상금은 이미 11월 22일에 상금수여자에게 전달(입금)된 바 있습니다. 길원옥 여성인권운동가는 받으신 1억 원의 상금 중 5천 만원을 <길원옥여성평화기금>에 기부하셨습니다. 그 외 다른 부분, 길원옥 할머니의 개인 재산은 할머니께서 관리하신 것으로서 정의연 측으로서는 아는 바가 없습니다. 특히 개인 계좌와 관련된 내역 또한 알 길이 없습니다. 2. 이상과 같은 내용을 이미 수차례 밝혔음에도 조선일보는 길원옥 여성인권운동가의 숭고한 뜻과 그간의 활동을 폄훼하는 기사를 일방적으로 작성했을 뿐 아니라 거짓내용을 보도합니다. 조유진 기자는 2020.06.28. 오후 1:28에 기사를 송출하면서 “정의연 측은 본지의 해명 요청에 대한 답변을 거부했다”라고 작성한 후 1시 47분과 1시 46분에 정의연 이나영 이사장과 한경희 총장에게 해명을 요구하는 문자를 형식적으로 발송했습니다. 한경희 사무총장은 2시50분에 이에 대해 답신을 보낸 바 있으며, 이나영 이사장은 오후 2시에 오프더레코드로 ‘조선일보 조유진 기자가 길원옥 할머니 통장 내역 입수 경위’를 질문한 바 있습니다. 이후 일방적 수정내용에 항의하며 삭제를 요청한 바 있으나 적절히 응답하지 않았습니다. 해명을 요청하지도 않고 답변을 받기도 전에 마치 확인한 것처럼 거짓으로 기사를 쓰는 행위는 명백히 취재윤리에 반하는 행위입니다.

6.25 Korean Council Statement on Submission of 2nd Mediation Request to the Press Arbitration Commission

The Korean council has suffered from serious defamation by some of the media that have continuously produced false/distorted articles and caused irreversible damages to the reputation of the Korean Council. In order to give a warning to the irresponsible media coverage and request for more responsible and mature attitudes from the media, the Korean Council submitted its second mediation request to the Press Arbitration Commission to seek corrections of false reports and demand compensation for defamation of the Korean Council, regarding five articles produced by four new companies : Chosun Ilbo, JoongAng Ilbo, New Daily, and Seoul Economic Daily.

The press has produced “fake news” based on unfair, biased, false information, and distortion of facts, leading to serious damages even to the Korean society. The Korean Council hopes that its request for mediation paves the way for enhancing true values of freedom of expression and improvement of the South Korean media.

The Deliberation Committee for Support and Commemorative Projects of the Japanese Military “Comfort Women” (hereinafter referred to as the Deliberation Committee) and the Committee for Selection of Projects Funded with Government Subsidies (hereinafter referred to as the Selection Committee) have different structures and roles.

 - The ‘Deliberative Committee’* deliberates on the overall promotion and planning of the commemorative project, not the selection of individual projects funded with government subsidies. The ‘Selection Committee’* formed on a project-by-project basis under Article 17 of the Subsidy Act. People who had conflict of interest with subsidy projects were excluded from committees.

2. Board members of The Korean Council for the Women Drafted for Military Sexual Slavery by Japan, The Korean Council for Justice and Remembrance for the Issues of Military Sexual Slavery by Japan, and the Foundation for Justice and Remembrance for the Issue of Military Sexual Slavery by Japan have not participated as members of the Selection Committee.

6.15 The Korean Council Statement on Submission of Mediation Request to the Press Arbitration Commission

On June 15, the Korean Council for Justice and Remembrance for the Issues of Military Sexual slavery by Japan (the Korean Council, Chair of Board  Lee, Na-young) submitted a request of mediation to the Press Arbitration Commission to seek correction of false reports and compensation for damages. 

Article 4 of the Act on Press Arbitration and Remedies, Etc. for Damage Caused by Press Reports states, “The news and related reports shall be impartial and objective, and they shall ensure the protection and expansion of the citizens’ right to know and their freedom of speech.” Unfair, biased media reports do not only fail to fulfill their responsibilities as the press, but also threaten freedom of expression and independent media. Damages caused by unfair, biased media reports would become risk factors which eventually damage the whole Korean society, beyond attacking particular people and groups.

The Korean Council has suffered from severe defamation by false reports from some of the press, which do not carefully verify facts but deliberately exclude contexts and blindly join the tirades of malicious and distorted false reports.

The Korean Council has continuously clarified the facts through issuing various documents and statements and has requested the specific press to correct their false or distorted reports. However, the specific press has never shown any responsible attitude.

To give a warning to the irresponsible media coverage and contribute to a progress in the Korean media, the Korean Council has requested the Press Arbitration Commission for correction of false articles and compensations of damages by articles produced by seven new companies including the Chosun Ilbo. The Korean Council will hold the press responsible for their defamatory news articles based on false information.

언론중재 및 피해구제 등에 관한 법률 제4조는 ‘언론의 보도는 공정하고 객관적이어야’ 함을 규정하고 있습니다. 불공정하고 객관적이지 못한 언론은 언론 본연의 기능을 담당하지 못함은 물론, 표현의 자유와 언론 독립을 스스로 위협하는 요인이 됩니다. 불공정하고 객관적이지 못한 언론 보도의 피해는 특정인과 특정 집단만의 문제가 아니라 한국 사회 전반의 커다란 위험요소가 됩니다.

2. However, The Korean Council and Yoon Mee-hyang have never “told victims to not receive 100 million won (from Japanese donation to Reconciliation and Healing Foundation).”

3. The “Moon Hee-sang proposal” was not abolished because Yoon Mee-hyang opposed it. Due to its various problems, many lawmakers in the Democratic Party, as well as relevant organizations and victims, opposed it. 1. This article raised allegations about the finances of a travel agency that carried out the European Peace Travel Project, which was organized by university student group ‘Hope Butterfly’ and supported by the Seoul Metropolitan Government from 2014 to 2017. The reporters raised allegations as if this is a “problem” of the Korean Council

2. This project was carried out by the Seoul Metropolitan Government with Hope Butterfly. The Butterfly Fund is a project funded by the Korean Council that supports women who are victims of sexual violence in armed conflicts. On March 8, 2012, International Women’s Day, the fund was established following Kim Bok Dong and Gil Won-ok’s wish to donate legal reparations they may receive from the Japanese government to support women who suffered from sexual violence in armed conflicts like them. The first beneficiary of the Butterfly Fund was APDUD, an organization that helps women and children who are victims of wartime sexual violence in the Democratic Republic of the Congo, which was supported from September 2012. Since then, the fund expanded its support to women and children who are victims of sexual violence in armed conflicts in Uganda and Vietnam.

In the case of the Democratic Republic of the Congo, in addition to APDUD, the Butterfly Fund also started regularly supporting Ushirika, a self-sustaining group of survivors of sexual violence in armed conflict, through local organization REMED since 2015. We suspended our support to APDUD 2016 to the first half of 2019 due to internal group circumstances, but the support has been resumed through REMED in the second half of 2019.

REMED is conducting sewing training for victims and tuition support for children through the Butterfly Fund. Girls who gave birth to children at a young age due to sexual violence by the rebels, and women who escaped from villages due to the war and Ebola are benefiting from the Butterfly Fund. The Fund provides support for basic survival, such as tuition support for the victims’ children, food and clothes, etc. Support for women who are victims of sexual violence and support for children who are victims of war are inseparable issues.

REMED sends activity reports and photographs for the Butterfly Fund, and the Korean Council is posting them on our website. 나비기금은 전시 성폭력 피해 여성들을 지원하는 정의연 기금사업입니다. 2012년 3월 8일 세계 여성의 날, 김복동, 길원옥 할머니께서 나중에 일본정부로부터 법적배상을 받으면 자신들과 같이 고통받고 있는 전시 성폭력 피해 여성들을 위해 기부하고 싶다는 숭고한 뜻에 따라 설립되었습니다. 나비기금의 첫 수혜단체는 콩고민주공화국 전시성폭력 피해 여성과 전쟁 피해 아동을 돕는 단체 압두드(APDUD)로 2012년 9월부터 지원을 시작했습니다. 이후 우간다, 베트남 등 세계 전시성폭력 피해 여성과 아동들로 지원이 확대됩니다.

콩고민주공화국의 경우 압두드(APDUD)외에도 2015년부터 현지 단체 레메드(REMED)를 통해 전시성폭력 생존자들 자생모임인 유시리카(Ushirika)에 정기적인 지원을 시작합니다. 압두드의 경우는 단체 사정으로 인해 2016년부터 2019년 상반기까지 지원이 중단되었으나 2019년 하반기 레메드(REMED)를 통해 다시 지원이 개시됩니다.

레메드는 나비기금을 통해 피해 여성들을 위한 재봉훈련, 아이들에 대한 학비지원 등을 진행하고 있습니다. 반군에 의한 성폭력으로 어린 나이에 아이를 낳은 소녀들, 에볼라와 전쟁을 피해 마을에서 도망친 여성들이 나비기금의 혜택을 받고 있으며 그 여성들의 자녀에 대한 학비지원, 음식과 옷 등 기본 생존을 위한 지원도 진행됩니다. 성폭력 피해 여성에 대한 지원과 전쟁 피해를 입은 아이들에 대한 지원은 결코 따로 떼어 생각할 수 없는 문제입니다.

레메드는 나비기금에 대한 활동보고와 사진자료 등을 보내주고 있으며, 정의연은 이를 홈페이지에 게시하고 있습니다. 레메드 활동가는 정의연이 개최한 2019 세계 전시성폭력 추방의 날 주간 행사 국제 심포지엄(6월 18일 여의도 이룸센터)에서 콩고민주공화국의 피해여성들과 전쟁고아 등 아동들의 심각한 상황을 소개하기도 하였습니다.

The following is the Korean Council’s stance on the Chosun Ilbo’s May 30th article titled “[Exclusive]‘Comfort Women’s Exhibition’ has taken away government subsidies.

The Chosun Ilbo article makes the following claims:

• The Korean Council for the Women Drafted for Military Sexual Slavery by Japan did not make any preparations for the exhibition. They suddenly notified that the event would be postponed after the date on which the exhibition was supposed to open had passed.
• A unilateral postponement of the project schedule without government approval constitutes a violation of the agreement.
• It was only until the 15th that the Korean Council sent a project change plan to the Northeast Asian History Foundation notifying that the exhibition will be postponed to August due to COVID-19.

The above article of the Chosun Ilbo was written not only without confirming the facts to the Korean Council for the Women Drafted for Military Sexual Slavery by Japan, but also without an understanding of the museum’s overall exhibition project.

Most public museums are closed due to the COVID-19, and the War and Women’s Human Rights Museum (hereinafter referred to as the Museum) affiliated with the Korean Council was also closed from February 26 to May 11, 2020, and has been reopening and closing depending on the extent of the COVID-19 spread. Therefore, it became difficult to hold the previously planned special exhibition. Due to these circumstances, the Museum office decided at its April 7th meeting to temporarily postpone the exhibition originally scheduled to be held from May 6th, following various discussions.

On April 29th, the Museum asked the Northeast Asian History Foundation (hereinafter referred to as the Foundation) for “procedures on changing exhibitions” based on the business terms and conditions and Article 13 of the Northeast Asian History Foundation’s Civil Organization Support Project Rules, but did not receive a response from the Foundation. The museum subsequently made multiple inquiries about the progress of the project change, but still did not receive any responses from the foundation. On May 15th, the Museum sent a request to change the project period with the modified project plan to the Foundation, but the Foundation has not responded as of yet.

The project completion period of this project is until October 31st, and all processes of the project can be carried out within this period. The museum is preparing for special exhibitions in strict compliance with the business terms and conditions.

The museum’s special exhibition postponement is not due to the recent series of events, but due to COVID-19. The project can be completed until the end of October, so the delay of the exhibition is not a cause of disqualification under the business terms and conditions.

After posting an article without confirming the facts to the museum, the Chosun Ilbo has only asked about the postponement of the exhibit supported by Northeast Asian History Foundation through another reporter at 12:16 p.m. of the same day.

The information about specific facts and progress on this issue is presented below.

◎ Feb. 26 (Wed) ~ May. 11 (Mon) - As the government upgraded the COVID-19 response stage to a “serious level,” the War and Women’s Human Rights Museum, which was to host the exhibit, was closed to prevent the spread of infection.

◎ Therefore, the Museum Steering Committee decided to postpone the special exhibition in its April 7th meeting to prevent the spread of infection.

◎ As such, we sent an inquiry on April 29th to the relevant staff member at the Foundation by email as follows.

1. Regarding the issuance of project agreement

• On March 23rd, 2020, we sent all documents necessary for signing the business agreement to your organization. Since then, we have received the grant but one of the agreements sent in two copies has not been issued. In this regard, we would like to inquire about when the agreement will be issued.

2. Regarding project schedule change

• We planned to open the exhibit in May, but due to COVID-19, the decision was made to postpone the exhibition. Therefore, we are planning to open the exhibition in August. According to the agreement, the project period is listed as between March 9th to October 31th, and we would like to inquire about what procedures we would need to take for the changes we have stated above.

However, the Foundation has not responded to our inquiries. The Foundation did not even provide us with a copy of the remaining agreement, and only did so on May 29 at the urging of the Museum.

◎ May 15th (Fri) -The museum sent a request for a change in the project period and the modified project plan to the Foundation by email. The relevant staff member at the Foundation called the museum at the beginning of the week (week of May 11) and requested that the museum submit relevant documents regarding the reasons for change of project period. As such, the museum has sent an email to the Foundation on May 15 with relevant documents and the current progress.  

As mentioned earlier, we again would like to clarify that the Chosun Ilbo article on delayed project notifications and contract violations is not true and that the project has been carried out in relevant procedures.

- 정대협은 별다른 전시회 준비조차 하지 않다가, 이미 개최일을 넘긴 시점에 돌연 ‘일정을 연기할 것’이라고 통보
- 정부 측 승인 없이 시민단체가 일방적으로 사업 일정을 연기하는 것은 약정 위반에 해당
- 지난 15일에야 ‘코로나 사태로 인해 8월로 연기하겠다’는 취지의 사업변경계획서를 동북아역사재단 측에 전달.

조선일보의 위 기사는 정대협 측에 사실관계도 확인하지 않았을 뿐만 아니라 박물관의 전시 사업 전반에 대한 이해가 없는 상태에서 작성한 기사입니다.
코로나 19 사태로 인하여 대부분의 공공 박물관들이 휴관 중에 있으며, 정대협 부설 전쟁과 여성인권박물관(이하 박물관) 또한 2020년 2월 26일부터 5월 11일까지 휴관하였으며, 전염병 확산 정도에 따라 재개관과 휴관을 반복하고 있습니다. 이에 이전에 계획하였던 특별전시는 정상적으로 개최하기 어려웠습니다. 이러한 사정으로 여러 논의를 거쳐 박물관 사무처는 4월 7일 회의에서 당초 5월 6일부터 개최하기로 했던 전시를 잠정 연기하기로 결정했습니다.

박물관은 4월 29일 사업계획변경 요청을 위해 사업약관 및 동북아역사재단 시민단체지원사업 규칙 제13조에 근거하여 동북아역사재단에(이하 동북아)에 ‘전시 변경에 대한 절차 등’을 문의하였고, 지속적으로 사업변경진행을 위해 문의 하였지만 동북아 측에서는 별도 회신이 없었습니다. 박물관에서는 5월 15일 사업기간변경요청 및 변경사업계획서를 동북아에 발송하였지만, 현재까지 동북아의 응신은 없는 상태입니다.

본 사업의 사업완료기간은 10월 31일까지이며 이 기간 내 사업에 대한 일체의 과정을 진행할 수 있습니다. 박물관은 사업 약관을 엄정히 준수하여 특별전을 준비하고 있습니다.

아래에서는 구체적인 사실관계 및 경과를 알려드립니다.

◎ 2월 26일(수)~5월 11일(월) - 정부가 코로나19 관련 대응단계를 ‘심각단계’로 격상함에 따라 전시 개최 공간인 전쟁과여성인권박물관은 감염확산예방을 위해 휴관하였습니다.
◎ 이에 4월 7일- 5월 6일부터 2달간 개최하기로 한 특별전시는 4월 7일 박물관 운영위원회 회의에서 감염확산예방을 위해 연기하기로 결정하였습니다.
◎ 이에 4월 29일 동북아 담당자에게 메일로 아래와 같이 질의를 하였습니다.
1. 약정서 교부 관련
- 본 단체는 2020년 3월 23일 사업 약정 체결을 위한 제반 서류를 귀 단체에 발송하였습니다. 그 이후로 지금까지 지원금은 교부 받았으나, 2부 보내드린 약정서 중 1부는 교부 받지 못하였습니다. 이와 관련하여 약정서를 언제쯤 교부받을 수 있을지 문의드립니다.
2. 사업일정변경 관련
- 전시 사업은 5월 전시 오픈을 기획하였으나 코로나19의 여파로 인하여 전시를 부득이하게 연기하기로 결정하였습니다. 이에 8월 전시 오픈을 계획 중입니다. 약정서 상으로 사업기간은 3월 9월~10월 31일로 기재되어 있는데, 위에서 기술한 변동사항 발생시 어떤 절차를 거처야 하는지를 문의드립니다.

그런데 동북아는 그동안 사업담당자의 질의에 일체의 회신이 없었습니다. 동북아는 미교부했던 나머지 약정서 1부조차도 박물관의 재촉으로 5월 29일에야 회신하였을 뿐입니다.

◎ 5월 15일(금) – 박물관은 이메일로 사업기간변경요청 및 변경사업계획서를 동북아에 송부하였습니다. 동북아 담당자는 박물관이 위와 같이 이메일을 보내게 된 주 초(5월 11일 주)에야 박물관에 전화를 해서 사업기간 변경 사유 등에 대해 관련 서류를 제출할 것을 요청하여 박물관은 위와 같이 5월 15일 위 서류에 현재까지의 진행사항을 포함한 내용으로 이메일로 송부한 것입니다.

앞에서도 밝혔듯이 조선일보의 일정연기 통보, 약정위반 기재한 기사는 사실이 아니며 관련 절차를 준수하며 진행해 오고 있음을 거듭 알려드립니다.

5.28 _ Unfounded allegations regarding the use of government subsidies

The Korean Council faithfully implemented government-subsidized project in accordance with the project’s purpose, and transparently reported the results to relevant authorities.  

The Korean Council apologized for any errors we made in our financial document disclosure to the National Tax Service. For re-disclosure, we are in the process of checking our accounts and disclosures with the help of experts. Furthermore, prosecution investigation regarding various allegations that have been raised by the media is ongoing. We humbly asked that you keep an eye on our efforts and the investigation results.

However, some media outlets are spreading false allegations that the Korean Council committed a deliberate accounting fraud. In particular, these reports depict some omissions in the financial disclosure of the government subsidies as if the subsidies were deliberately misappropriated.

We once again apologize for any errors in disclosure due to our inadequacies. However, the government-subsidized project that the Korean Council carried out has been faithfully executed and transparently managed. The government-subsidized project has been selected through a call for projects issued by relevant authorities. The project plan and implementation are specified in accordance with the pre-determined purpose of the project.

The project related to Japanese military “comfort women” was carried out via the integrated government subsidy management system (called e-National Assistance). In the entire process from grant issuance to execution and settlement, the funds were deposited in a depository institution (called Korea Public Finance Information Service) and implemented after a round of proofing. If it is necessary to change the budget item, it must be approved by the authorities in advance, and the remaining business expenses and interest after the implementation are returned to the institution that funded the project from the deposit account.

In addition, pursuant to Article 27 of the Subsidy Management Act and Article 12-2 of the Enforcement Decree of the Subsidy Management Act, public projects with budget of 300 million won or more are audited by a separate auditor (accounting) to ensure the appropriateness of the settlement report.

We hope that there will be no further reports based on groundless allegations about this use of government subsidies.

5.28_입장문_국고보조금 사용에 관한 근거 없는 의혹이 보도되지 않기를 바랍니다.

정의연은 국고보조금 사업을 목적에 맞게 성실하게 집행하였고, 그 결과를 주무관청에 투명하게 보고 완료하였습니다.

정의연은 국세청 공시 오류 등에 대하여 사과드린 바 있으며, 재공시를 위해 전문가의 도움을 받아 결산과 공시를 점검하고 있습니다. 또한 그동안 언론에서 제기했던 각종 의혹에 대하여 검찰수사가 진행 중에 있습니다. 따라서 저희의 노력과 수사 결과를 지켜봐주시기를 간곡히 부탁드렸습니다.

일본군‘위안부’관련 공모사업은 국고보조금 통합관리시스템(e나라도움)을 통해 집행합니다. 보조금 교부부터 집행, 정산까지 예탁기관(한국재정정보원)에 예치하고 증빙 검증 후 집행합니다. 예산 항목의 변경이 필요할 시에는 주무관청의 승인을 사전에 받아야 하고 집행 후 남은 사업비 및 이자는 예탁계좌에서 공모사업기관에 반환하도록 되어 있습니다.

또한 <보조금 관리에 관한 법률 제27조, 보조금 관리에 관한 법률 시행령 12조 2> 에 따라 3억 원 이상의 공모사업은 별도의 감사인(회계)으로부터 정산보고의 적정성에 대하여 검증을 받아야 합니다.

After the press conference on May 11th, the Korean Council made every effort to respond faithfully and comprehensively to the daily questioning from the media by distributing explanatory materials.

However, JoongAng Ilbo reporter Kim Joon-hee demonstrated reporting behavior that was contrary to reporter ethics by not confirming the facts after a call with Kwak halmoni’s adopted daughter, Lee 000 [name redacted].

If they do not apologize for the article and do not delete it, we will take legal action.

On December 21, 2018, the Korean Council delivered the donated bubble jacket and explained BTS to Kwak halmoni while her nephew, 000 [name redacted] and her caregiver were present. The delivery process was filmed in the video taken for internal sharing. It was difficult to deliver the bubble jacket directly to Lee Yong-soo halmoni, so we mailed it to her on December 27, 2018.

The donated bubble jackets were delivered directly or via mail to 16 Japanese military “comfort women” victims, excluding those who are bed-ridden.

하지만 중앙일보 김준희 기자는 해당 의혹에 대해 곽00 할머니의 양딸 이000씨의 통화를 근거로 사실관계 확인도 없이 기자윤리에 어긋나는 보도행태를 보였습니다.

해당 기사에 대해 사과와 함께 삭제하지 않으면 법적으로 조치를 취하겠습니다.

정의연은 2018년 12월 21일 조카 000씨와 간병인이 같이 있는 상황에서 곽00 할머니께 방탄소년단에 대한 설명과 함께 패딩을 전달해드렸습니다. 당일 전달과정은 내부 공유를 위해 촬영한 동영상에 담겨있습니다.
이용수 할머니께는 방문 전달이 어려워 2018년 12월 27일 택배 발송하였습니다.

5.11 Chosun Ilbo Must Stop the Malicious, Distorted Report Regarding the Korean Council Press Conference on the Current Situation!

On May 7, 2020, the Korean Council for Justice and Remembrance for the Issues of Military Sexual Slavery by Japan (henceforth the Korean Council, Chair of Board: Lee Na-yeong) watched the press conference held by Lee Yong-su halmoni with a sorrowful heart. On May 8, the Korean Council, with an apology to sponsors, had distributed our statements on how we have been assessed through regular audit procedures, and how we have been publicly spending the donations.

However, some of the press, for example Chosun Ilbo, have produced speculative news articles, simply presuming as if the Korean Council has lots of problems regarding donation usages. These news articles have never been properly verified and have denigrated not only Japanese military “comfort women” victims’ human rights but also the Korean Council’s 30 years of activism.

On May 11, the Korean Council held the Press Conference on the Current Situation,’ in order to explain the Korean Council’s 30 years of activities and to clarify “suspicions” raised by the press.   

Considering Chosun Ilbo’s well-known newsgathering processes, we were concerned about their reports on the press conference. However, we allowed a reporter from Chosun Ilbo to come to the press conference in order to communicate with all reporters sincerely, and ultimately not to mar the 30 years of activism led by victims.

Unlike the Korean Council’s wishes, Chosun Ilbo slanted its coverage through the news article entitled “The Korean Council ‘apologizes to Lee Yong-soo halmoni… but cannot disclose details of donation usage. In doing so, Chosun Ilbo maliciously released a false report about the Korean Council’s press conference.

In the press conference, the Korean Council circumstantiated the current situations of donations, the details of expenditures including costs of projects for victim supports, and the details of the Korean Council’s assets, which cannot be easily verified in the public announcement. Moreover, the Korean Council faithfully specified the 3-year income details from endowments and expenditures with document data: 2017, 2018, and 2019. After this, the Korean Council had a question and answer session for 40 minutes.

In the Q&A session, Won Woo-shik, a journalist of Chosun Ilbo kept asking us if we were planning to receive external audit procedures although a non-profit foundation such as the Korean Council does not have to get the external audit procedures unless our business projects take up a budget over 10 billion KRW. Therefore, the Koran Council clearly explained that external audit procedures do not apply to the organization. The Korean Council diligently kept answering to his question, saying that we have been receiving internal audit procedures by lawyers and accountants from a large accounting firm for transparent management of our budget. The audit procedures that we have been receiving are based on the criteria of contribution collection and usage suggested by the Ministry of Public Administration and Security.

Chosun Ilbo also questioned how much the previous chair of board (Yoon Meehyang) had been paid and if she had received duplicate wages from Chongdaehyup (The Korean Council for the Women Drafted for Military Sexual Slavery by Japan) and The Korean Council for Justice and Remembrance for the Issues of Military Sexual Slavery by Japan. These questions were not related to the purposes of the press conference. The Korean Council replied, “There were no duplicate wages. As a middle management officer, I thank Yoon (the previous chair of board) and other activists in terms of their wages.”

However, the Chosun Ilbo reporter repeatedly asked us if we were planning to receive external audit procedures. We diligently answered to his question, saying “we are already receiving appropriate audit procedures meeting organization standards, and external audit processes do not apply.”

The reporter again asked us if we want to disclose the details of receipts. The purpose of the question was unmistakably malicious. Therefore, the Korean Council replied that we need to give more opportunities to other reporters. Other reporters also tried to stop the Chosun Ilbo reporter’s interruptive behaviors.

It is during the wrap-up of the press conference that one of the activists commented “these demands are harsh,” regarding the tirade of malicious questions even after diligent answers and explanations on documents and data.      

The Korean Council clearly sees that Chosun Ilbo reporter Won Woo-shik’s article—ignoring the whole context of the press conference and intentionally distorting the press conference—is intended to blemish and denigrate the Korean Council.

The Korean Council thus demands that Chosun Ilbo delete the distorted article written by Won Woo-shik, as the article deprives readers of their opportunities to properly understand what had happened in the press conference. Also, in the future the Korean Council will strongly respond if Chosun Ilbo produces similar, distorted news articles.

5.11_조선일보는 정의연이 개최한 ‘현 상황에 대한 기자회견’에 대한 악의적 왜곡보도 즉각 중단하라!

일본군성노예제 문제해결을 위한 정의기억연대(이사장 이나영, 이하 정의연)는 5월 7일 일본군‘위안부’피해자인 이용수 할머니께서 진행하신 기자회견을 안타까운 마음으로 지켜보았고, 5월 8일(금) 후원자들에 대한 사과와 함께 정기적인 회계 감사를 통해 검증받고 공시된 기부금 사용현황에 대한 설명을 담은 입장을 배포했다.

하지만 조선일보를 비롯한 일부 언론들은 정의연의 기부금 사용내역에 문제가 있음을 전제로 기정사실화 하여 일본군‘위안부’피해자들의 인권을 훼손하고 정대협 30년 운동을 폄훼하는 확인되지 않은 각종 추측성 기사들을 생산해냈다.

이런 상황에서 정의연은 일본군‘위안부’피해자들과 함께 정의연(정대협)이 만들어 온 30년 활동의 역사를 토대로 하여 언론이 제기하는 ‘문제들’에 대해 상세히 설명하는 시간을 갖고자 5월 11일 ‘현 상황에 대한 기자회견’을 개최했다.

평소 조선일보 등의 보도행태를 비추어 볼 때 우려되는 지점이 있었으나 모든 언론과의 성실한 소통을 통해 일본군‘위안부’피해자들이 만들어 온 30년의 운동이 흠집나지 않도록 하고자 조선일보 등의 출입을 허용하였다.

정의연의 이러한 바램과 달리 조선일보는 5월 11일자 『정의연 “이용수 할머니께 사과… 기부금 사용 내역은 공개 못해”』 보도를 통해 정의연의 기자회견을 악의적으로 왜곡 보도했다.

정의연은 기자회견에서 기부금 현황, 피해자 지원사업 비용을 포함한 지출내역과 함께 공시에서 확인하기 어려운 총 자산현황의 세부구성, 2017년~2019년 3개년의 기부금 수입 상세내역과 지출내역을 문서와 함께 충실히 설명하였고, 이후 40여분에 걸쳐 질의응답을 진행했다.

과정에서 조선일보 원우식 기자는 사업비 100억 이상이 아닌 공익법인의 경우 외부 회계감사가 의무사항이 아님에도 반복적으로 외부 회계감사를 받을 의향이 있는지를 물었고, 이에 대해 정의연은 “외부 회계감사 대상이 아님”을 답변하고 투명한 운영을 위해 변호사와 대형 회계법인의 회계사로부터 내부 감사를 받고 있으며 행정안전부의 기부금 모집 사용 등 기준에 따라 감사를 받고 있다고 성실히 답변했다.

조선일보는 이어 윤미향 전 이사장의 급여가 얼마인지, 정대협과 정의연으로부터 이중급여를 받았는지 등 기자회견의 본 취지와 무관한 질문을 이어갔고 정의연은 “이중 지급은 없었다. 윤 前 이사장의 급여 및 실무자들의 급여와 관련해서는 중간 조직 책임자로서 실무자들에게 감사하게 생각한다”는 말로 답을 대신하겠다고 답변했다.

하지만 해당 기자는 다시 한 번 반복적으로 “외부감사 받을 의사가 있는지 되물었고 또 다시 법인 기준에 맞는 회계절차를 진행하고 있기에 외부 감사를 받을 필요가 없다”고 성실히 답변하였다.​

해당 기자는 또 다시 영수증 세부내역을 공개할 의향이 있는지 물었고 질문의 의도가 너무나 불순했기에 다른 기자들에게 질문 기회를 주고자 더 이상 답하지 않겠다고 답변했고 다른 기자들 역시 이러한 해당 기자의 행위에 대해 제지하기도 했다.

공식 기자회견을 마무리 하는 과정에서 해당기자의 이런 행위에 대해 정의연의 성실한 답변과 자료 공개에도 불구하고 악의적인 질문들이 이어진 상황에 대해 ‘요구가 너무 가혹하다…’ 등의 말을 한 것이었다.

정의연은 오늘 조선일보 원우식 기자가 기자회견의 전체 내용과 답변의 맥락을 무시하고, 정의연의 기자회견과 답변내용을 자의적이고 악의적으로 왜곡 보도하는 행태를 보이는 것은 이를 통해 정의연에 대한 의도적 흠집내기와 폄훼를 하고자함이 명확해졌다고 판단한다.

​이에 정의연은 기자회견의 취지와 본질을 왜곡하여 독자들이 올바로 판단할 기회를 박탈한 조선일보 원우식 기자의 왜곡 보도를 즉각 삭제할 것을 요구하며, 향후 동일한 보도행태가 이어질 경우 적극 대응할 것임을 밝힌다.

5.11 Korea Economic Daily should stop malicious false/distorted reports!

On May 11, Korea Economic Daily released the article titled “[Exclusive] 33 Million KRW in One Night… The Korean Council’s Suspicious Drink Money.” It is nothing but a malicious lie.

The Korean Council fills in representative payment addresses per expenditure items under the criteria suggested by national tax service. In 2018, the Korean Council wrote “Diobruing” as a representative payment address of fund-raising projects. The payment addresses of fund-raising projects are about 140 places. 33million KRW are the total costs that we paid to the about 140 places.   

Moreover, the expression “Suspicious Donations” was a false report that includes very malicious intentions. The cost that we gave to Diobruing was what we paid for the day of donation in 2018. Thus, it was not a “donation” but a “fund-raising expenditure.”

We want to ask if Korea Economic Daily producing such a false report is a well-informed press. Korea Economic Daily did not check the basic facts and even distorted the public announcements of national tax service. It is deplorable that Korea Economic Daily introduces itself as an economic daily newspaper.

Accordingly, the Korean Council demands that Korea Economic Daily should release a correction report about the false, distorted news reports produced by three journalists, Yang Gil-seong, Kim Nam-yeong, and Kim Bo-ra. Unless they correct their distorted news articles, the Korean Council will take every possible actions including legal actions to respond to the false/distorted news articles.

한국경제는 5월 11일 [술집에 하루 3300만원 기부처리… 정의연의 ‘수상한 기부’]라는 기사를 보도하였다. 이는 악의적 거짓말이다.

정의연은 국세청 기준에 따라 지출항목별 대표지급처를 기재하며, 2018년 모금사업비 총액의 대표지급처를 ‘디오브루잉’으로 기재하였다. 2018년 모금사업비의 지급처는 140여곳에 이르며, 3300만원은 140여곳에 지급된 지출총액인 것이다.

더구나 ‘수상한 기부’라는 표현은 악의적 의도를 숨길 수 없는 허위보도다. ‘디오브루잉’에 지출된 비용은 2018년 정의연 후원의 날 행사로 지출된 비용으로 ‘기부’가 아닌 ‘모금사업비 지출’이다.

이러한 허위보도를 한 한국경제는 도대체 상식이 있는 언론인가 묻고 싶다. 사실관계 확인도 제대로 하지 않고 국세청 공시마저 왜곡하는 경제신문이라니 참으로 개탄스럽다.

이에 정의연은 한국경제신문 양길성/김남영/김보라 기자의 허위, 왜곡 보도를 즉각 정정보도할 것을 요구한다. 정정보도가 이루어지지 않는다면 정의연은 법적조치 등 가능한 모든 방법으로 허위보도/왜곡보도에 적극 대응할 것이다.
