2021년 1월 6일1473차 일본군성노예제 문제해결을 위한 수요시위 기자회견은 수요시위 29주년 기념으로 진행되었습니다. 수요시위는 1992년 1월 8일 처음 시작하여 2021년 1월 8일 29주년을 맞습니다. 주최, 주관은 정의기억연대였습니다.
가장 먼저 주관단체 인사말 후 연대발언이 이어졌습니다. 29주년을 맞이하여 여러분들이 연대발언을 보내주셨습니다. 김현석 님, 박승배 고등학생, 해외연대 두 단체, 미국 사회정의교육재단, 캐나다 BC알파, 그리고 국내연대단체 기지촌인권연대에서 연대의 말씀을 보내주셔서 정의연 활동가들이 대독하였고 평화나비네트워크에서는 김민주 대표님이 현장으로 오셔서 연대발언을 해주셨습니다.
이어 정의연 이나영 이사장의 주간보고 후 성명서 낭독을 끝으로 일본군성노예제 문제해결을 위한 1473차 수요시위는 마무리되었습니다.

치욕스럽지만 반드시 밝혀내야하는 대한민국의 역사가 있습니다. 아니 약소국들의 역사가 있습니다.
이는 전쟁의 소용돌이속에 휘말린 모든 힘없는 국가들의 역사입니다.
전쟁범죄는 지구상에서 없어져야 합니다.
하지만 강대국의 논리속에 역사속에서 점점 왜곡되어지고 잊혀져가고 있습니다.
대한민국 혼자서 밝혀내기 어려운것을 국제사회에 호소하고
연대하면서 그 실상을 낱낱히 밝혀내고 진정어린 사과를 받아내야 합니다.
지난한 역사속에서 정의연의 모습을 지켜봐왔습니다.
그리고 그 싸움이 끝날때까지 함께할 것입니다.

안녕하십니까, 경기도 고등학생 박승배 입니다.
2021년 신축년의 새해가 밝았건만 수요시위는 아직 끝나지 못하고 29주년을 넘기게 되었습니다.
이 긴 시간동안 수많은 분들이 수요시위와 함께해주셨기에 29년의 세월동안 평화와 정의가 가득한 수요일이 이어졌습니다.
그러나, 29년이 되도록 사과하기는 커녕, 되려 온갖 망언을 서슴지 않고 본인들의 자본력으로 과거의 만행을 덮으려는 가해자의 모습 때문에 정의연분들을 포함한 많은 분들이 지치시거나 아무리 평화를 외쳐도 바뀔 기미가 보이지 않는 현실에 낙담하셨을지 모릅니다.
하지만 우리는 멈춰선 안됩니다.
1940년, 우리나라가 일제 치하라는 암울한 현실속에서 광복을 맞기까지 수많은 사람들이 광복은 현실적으로 불가능한 이야기라고 말했습니다.
1960년대부터 1980년 5.18 광주 민주화 운동을 포함한, 수많은 민주화 운동 과정에서도 민주화는 그저 이상에 불과하다는 인식이 뿌리내리고 있었습니다.
그럼에도, 아무것도 보이지 않는 어둠속에 주저앉지 않은 사람들이 있었습니다.
너무나 강대해 보이던 일제에 저항한 독립운동가들, 산 자가 따를 길을 보여주기 위해 피흘린 민주화운동가들.
이들의 끝없이 이어진 발자국이 결국 광복이후 우리의 노력을 인정받게 만들었고 대한민국을 국민에게 돌려주었듯이 우리의 평화를 위한 날개짓은 언젠가 저 먹구름들을 몰아낼 봄바람을 만들어낼 것이라고 저는 믿고 있습니다.
그러니 감히 부탁드리겠습니다.
포기하지 말아주십시오, 언젠가 할머니들의 명예와 인권이 회복되는 그 날까지 수요시위와 함께 해주십시오.

수요시위 29주년을 축하합니다.
안녕하세요, 저는 미국 캘리포니아 샌프란시스코에 있는 사회정의교육재단 설립자이자 대표인 손성숙입니다.
수요시위 29주년을 맞아, 사회정의교육재단에서는 일본군성노예제 문제의 역사가 우리에게 가르쳐 준 교훈들을 나누고자 합니다. 일본군 성노예제 문제는 군성노예제의 형태로 자행된 성폭력의 원인과 결과에 대한 중요한 역사적 교훈을 가르쳐줍니다. 군성노예제는 중대한 인권 침해로, 피해자들, 유족들, 공동체와 사회에 지워지지 않는 상흔을 남깁니다.
일본군성노예제 문제는 성폭력은이 전 세계적인 문제라는 점을 가르쳐줍니다. 피해자들의 명예와 인권을 회복하기 위해서는 피해자들의 목소리에 귀 기울이고, 피해자들의 존재와 마주보아야 합니다.
또한 일본군성노예제 문제는 성폭력이 많은 사람들이 경험하는 공통된 비극이라는 것을 가르쳐줍니다.
아직 해결되지 못한 일본군성노예제 문제는 피해자들이 이끌고 전 세계 활동가들, 학자들, 시민들이 함께하는 회복적 정의를 위한 운동이 되었습니다.
‘미투’라는 용어는 2010년 이전에는 잘 쓰이지 않았었지만, 미투 운동 이전의 역사가 있었습니다. 일본군성노예제 피해생존자들은 수십 년 동안 이어진 침묵을 깨면서 성폭력에 맞선 역사적인 운동을 시작했고, 이것이 나중에 미투운동으로 이어졌습니다.
우리는 일본군성노예제 문제의 교훈에 귀기울여 모든 형태의 성폭력에 맞서야 합니다.
그렇지 않으면, 우리는 수십 년 전 일본군성노예제를 통해 자행된 범죄들이 전쟁과 다양한 형태의 폭력으로 더욱 잔혹하게, 제도적으로 반복되는 것을 막지 못할 것입니다.
수요시위는 30년에 이르는 세월 동안 이 역사적인 교훈을 알려왔습니다. 앞으로 수십년 간 수요시위가 이어져, 인권과 평화, 여성인권실현을 위해 함께 나아가길 바랍니다.

Happy 29th Anniversary of Wednesday Demonstration
Hello, my name is Sung Sohn. I’m the co-founder and executive director of Education for Social Justice Foundation, based in San Francisco, California.
On the 29th anniversary of the Wednesday Demonstration, Education for Social Justice Foundation wants to share what the history and issues surrounding the Japanese military sexual slavery system teach us. It teaches us a crucial historical lesson about the causes and consequences of sexual violence in the form of military sexual slavery as grave violations of human rights, which permanently impact the victims, families, communities, and societies at large.
It teaches us that sexual violence is a global plague. The victims need to be heard, seen, and empowered so that they can claim their rights.
It also teaches us that sexual violence is a shared tragedy.
This unresolved history became a restorative justice movement led by victims and carried by activists, scholars, and citizens globally.
Although people did not widely use the phrase “MeToo” until the 2010s, the movement had predecessors. When the surviving victims of the Japanese military sexual slavery system broke their decades-long silence, they pioneered the historic movement against sexual violence, which later manifested as the #MeToo movement.
We need to heed the lessons of the Japanese military sexual slavery system as a warning against all forms of sexual violence.
We need to do this because otherwise, we’d be complacently allowing the crimes committed against Japanese military sex slaves decades ago repeated themselves through war and various forms of violence, possibly even more systematically and atrociously.
The Wednesday Demonstration has been carrying this historical lesson for nearly three decades. I hope for many more decades of the Wednesday Demonstration, advocating for collective stride for human rights, peace, and female empowerment.

캐나다 ALPHA는 일본군성노예제 문제해결을 위한 정의기억연대의 활동과 1992년부터 시작된 수요시위와 연대합니다.
세계에서 가장 오래된 평화시위인 수요시위 29주년을 맞아, 우리는 정의기억연대와 수요시위 그리고 7대 요구와 계속해서 연대해 나가겠습니다. 또한 우리는 투쟁의 지지자로서, 파트너이자 동지로서, 이 모든 활동을 위해 노력하고 있는 용감하고 결연한 사람들에게 경의를 표합니다.
캐나다에서 우리는 캐나다 사람들이 일본군성노예제 문제의 역사와 생존자들이 아직도 겪고 있는 부정의에 대해 알 수 있도록 지속적으로 정의기억연대의 비전과 활동을 공유하고 있습니다. 현재 우리는 교사들을 위한 교육자료를 제작하고, 학교에서 일본군‘위안부’관련 워크숍을 진행하는 등 다양한 활동을 하고 있습니다. 우리는 언젠가 젊은 세대들이 이 역사에 대해 알고, 정의와 궁극적으로는 평화를 위한 주춧돌이 되어줄 것이라고 믿습니다.

Re: In Commemoration of 29th Anniversary of Wednesday Demonstration
We are writing at Canada ALPHA in support to the Korean Council’s efforts for resolution of the Japanese military sexual slavery issue and the Wednesday Demonstration that started in 1992.
As the 29th year of such a world-recorded the longest standing peace demonstrations is approaching, we would like to take the liberty here to express our will to continuously stand with you in support of the Wednesday Demonstrations and the Seven Demands. Being an advocate, partner and friend in this struggle, we also salute to the courageous and determined people who are behind all these efforts.
Within Canada, we continue to share your visions and actions, facilitating Canadian’s awareness of the history of Japanese military sexual slavery and the ongoing injustice faced by the survivors. Our works include, but not limited to, producing teacher resources and conducting workshops on “Comfort Women” in schools. We believe that in one day our young people will know about this chapter of history, and that this knowledge will be the foundation for justice and ultimately, for peace.

안녕하십니까?
기지촌여성인권연대는 주한미군 기지촌 미군 ‘위안부’ 여성들의 명예회복을 주목적으로 2012년에 출범하였습니다. 저희 단체는 1945년 9월 8일 이후 70 여 년에 걸친 주한미군 주둔으로 인해 발생한 성매매와 성폭력을 포함한 여성에 대한 모든 폭력과 폭력이 재생산되는 구조에 반대하고, 국제적인 성매매 공간이자 결혼시장으로 변모하고 있는 현재의 기지촌 문제를 공론화하며, 궁극적으로 인종· 성별· 계급의 차이를 극복할 수 있는 사회를 추구합니다. 저희 연대는 출범 이후 ‘기지촌 미군 위안부 인권침해 진상규명 및 지원’ 조례와 특별법 제정운동, 국가손해배상소송청구 운동, 생애사 수집 발간 및 피해치료, 미군 ‘위안부’ 문제 바로 알리기 등의 활동을 하고 있습니다.
전쟁은 여자의 얼굴을 하지 않았습니다.
전쟁이란 ‘폭력을 숭배하는 일부 소시오 패스 권력자들이 민을 장기판의 졸로 삼아 벌이는 거대한 집단폭력 사기극’입니다. 전시 성폭력은 여성에 대한 혐오와 차별이 전제된 가부장제와 군사주의의 결합으로 드러난 행위이며, 이는 여성에 대한 가장 비열한 폭력이자 반인도적인 범죄에 해당합니다.
한반도 근현대사를 관통하는 여성에 대한 전시폭력, 즉 일본군 ‘위안부’와 한국군 ‘위안부’ 그리고 미군 ‘위안부’는 일관되게 군사주의에 기반한 소위 ‘안보’라는 명분으로 여성을 성노예화하는 것을 지칭하는 동일한 명칭입니다. 강대국에 의한 분할/분단이 70년이 넘도록 청산되지 못하고 있는 이 땅에서 기지촌 미군 ‘위안부’는 여전히 분단체제의 전시 성폭력 피해자로 남아 있습니다.
우리 여성들은 분단체제가 아닌 평화체제를 원합니다.
한미연합군사훈련과 무차별살상무기체계 도입과 배치 등 분단 공고화를 위한 국방비에 52조라는 막대한 예산이 쓰이는 것을 원치 않습니다. 코로나 극복과 차별받고 소외된 계층에 대한 복지비에 더 많은 예산이 쓰여지길 원합니다.
군사적이고 위계적인 폭력에 의해 형성된 미-일-한 동북아 국제질서가 아닌 전세계 비핵화가 전제된 평화롭고 수평적인 국제질서를 원합니다.
한반도가 ‘신냉전의 섬’으로 계속 남아 있지 않고, 미국의 네오콘 군사패권주의자들의 무기판매 대상이 되지 않기를 원합니다.
DMZ의 녹슨 철조망을 거둬 버리고, 분단기생 적폐세력들이 유지해 온 강고한 분단장벽을 깨 부수길 원합니다.
풀뿌리들의 평화염원으로 ‘신한반도 체제’가 만들어지길 원합니다.
우리 여성들은
여성이 더 이상 ‘차별’받지 않고 ‘처벌’받지 않는 세상
여성의 목소리가 들리는 세상
여성의 문법이 통하는 세상
탱크를 녹여 호미로 만들어

안녕하세요 올해로 8기 평화나비 네트워크 전국대표로 당선된 김민주라고 합니다.
벌써 2020년이 지나고 한 해가 다가왔네요 일본군 성노예제 문제 해결도 어느덧 30년에 다가서고있는 시점입니다. 작년에 일본군 성노예제 문제 해결에 있어 많은 새로운 변곡점이 있었습니다. 작년이라는 시간동안 힘든일도 많았지만, 무엇보다 제게 남은 중요한 사실은 이 일본군 성노예제 문제 해결 운동은 혼자서 절대 해결할 수가 없으며, 모두의 연대로 함께 주체가 되어 운동해야한다는 사실입니다.
그동안 저는 문제 해결에 있어 관성적으로 언젠가 해결되겠지하고 조금은 안일하게 생각해왔었습니다. 하지만 새해가 밝은 2021년이 된 지금도, 여전히 문제가 제대로 해결되지 않는 모습을 보며 더 열심히 목소리내고 행동해야겠다는 생각이 들었습니다. 그래서 이번 평화나비 전국대표도 결심할 수 있었습니다.
특히 작년 한 해는 저에게 일본군 성노예제 문제의 해결이 비단 역사적 문제에만 그치지 않고, 여성 전시성폭력, 더 나아가 궁극적으로 현재까지도 전쟁을 만들어내는 구조와 폭력에 대해 저항할 수 있는 움직임을 만들어내야한다는 것을 절실히 느끼는 시간들이었습니다. 그래서 올해 다가오는 1500차 수요시위 주간 전까지 열심히 일본군 성노예제 문제 해결을 위해 목소리내고 행동하는 그런 나비가 될수있도록 하겠습니다.

29th anniversary and 1473rd Wednesday Demonstration statement
The Wednesday Demonstration, which began on January 8, 1992 in time of the former Japanese Prime Minister Miyazawa’s visit to Korea, marks its 29th anniversary on January 8. For the past 29 years, we stood unwavering in our call for just solution of the Japanese military sexual slavery issue to the Japanese Government and today we hold both the first in 2021 and 1473rd Wednesday Demonstration.
For 29 years, the Wednesday Demonstration for just solution of the Japanese military sexual slavery issue became a space of solidarity, to discuss and stand with values of human rights, justice, and peace, beyond its call for restoration of victims’ human rights and dignity. Every Wednesday in Pyonghwa-ro, sometimes in other regions in Korea and around the world, the victims and citizens called for the Japanese Government to acknowledge its war crimes against humanity, make official apologies and make legal reparations.
However, the Japanese Government that perpetrated crimes against humanity, continue to deny the crimes of Japanese military sexual slavery and remain unrepentant, arguing that the 2015 “comfort women” agreement “solved the issue finally and irreversibly.”
Recently, it has pressured to demolish the Statue of Peace established in Berlin-Mitte, Germany, explicitly revealing its scheme to erase history. In addition, the Japanese Government has threatened that Japanese military sexual slavery victims’ winning of lawsuits against the Japanese Government will bring a “complete breakdown of Korea-Japan relations” as the South Korean court decisions await in January.
The cause of a breakdown of Korea-Japan relations is not the victims, but the Japanese Government that fails to make official apology or legal reparations at the call of the victims. The Japanese Government should humbly listen to the calls of Japanese military sexual slavery victims from all colonized and occupied regions of Japanese imperialism, accept recommendations of international organizations, and fulfill its legal responsibilities in accordance with international laws. We sincerely hope that the Japanese Government would not make another mistake of abandoning the opportunity to be forgiven while the victims are alive.
The Japanese military sexual slavery issue is not an issue to be weighed or postponed due to political and diplomatic reasons. The South Korean Government should listen to the victims’ voices and carry out all measures to restore their dignity and human rights. We look forward to the decisions of the South Korean court based on principles of truth and justice, to disclose the truth of the Japanese military sexual slavery and listen to victim’s legal struggles to demand the responsibilities of the Japanese Government. We hope that the South Korean court decisions record in history that individuals who are victimized by merciless state violence can also be protected by laws of justice.
As we have done for 29 years, we will continue to stand with countless people here and shout louder to the Japanese Government for just solution of the Japanese military sexual slavery issue and restoration of the victims’ dignity and human rights.
We demand to the Japanese Government:
Admit war crimes of Japanese military sexual slavery and investigate the truth!
Make official apology and legal reparations to the victims!
Stop distorting history and educate the truth!
Stop interfering with movement for just resolution by victims and citizens around the world!
We demand to the South Korean Government:
Demand just resolution to the Japanese Government and carry out all measures to restore justice!
We oppose all violence and war against peace!
